In explaining its motive for extending the Geneva convention to include civilians, the Justice Department voiced concern for U.S. nationals abroad. "Nothing must be done or permitted to be done. . . that would excuse under the guise of retaliation for harsh treatment and cruel abuse of nationals of this country in the hands of our enemies," wrote an assistant to the attorney general, April 8, 1942.
